The JST Human Resource Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy. This position will also implement and manage employee health and wellness programs for JST, as well as maintain effective programs for retention, promotion, and succession planning.

Supervisory Responsibilities

  • Oversee and manage recruiting efforts
  • Oversee the daily workflow of the department
  • Provide constructive and timely performance evaluations
  • Handle discipline and termination of employees in accordance with company policy

HR Manager Responsibilities

  • Collaborate with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention
  • Develop, implement and evaluate organization talent management strategy
  • Responsible for Corporate Human Resources Strategy and related operations
  • Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs
  • Administer or oversee the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development
  • Identify staffing and recruiting needs; develops and executes best practices for hiring and talent management
  • Conduct research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modify policies and practices to maintain compliance
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management
  • Develop and implement departmental budget
  • Facilitate professional development, training, and certification activities for HR staff
  • Assists with the development and revision of specifications and job descriptions for selected positions
  • Identify the most effective methods for recruiting and attracting candidates
  • Draft recruitment advertisements, posts and/or places ads in the most effective digital and/or print media for open positions
  • Select one or more placement agencies to assist with recruitment process.
  • Identify appropriate candidates and assesses their qualifications through review of their resumes, interviews, and other forms of communications
  • Connect qualified candidates with hiring managers
  • Engage with various military and technical organizations to identify recruiting and advertising channels
  • Maintain contact with candidates to keep them apprised of the status of their applications
  • Perform other duties as required

  • Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations

Education and Experience

  • Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred
  • At least five years of human resource management experience required
  • At least three years of related recruiting experience required, with prior experience in technical roles a plus
  • Experience working with the US Military (USAF, Army, Navy)
  • SHRM-CP or SHRM-SCP highly preferred
  • Service Contract Act (SCA) preferred

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 25 pounds at times
  • Must be able to travel periodically on recruiting assignments
