JST is seeking a Sr. Contracting Specialist 64P/1102 (equivalent to AFSC 64PX and GS-1102) with experience managing Federal Government IT projects. The successful candidate will direct a team of technical experts to perform requirements development, design and development, test and deployment of information technology solutions, operations, maintenance of networks, systems, and applications including but not limited to website design, database solutions and project management office initiatives. The successful candidate will be responsible for leading and overseeing the effective application of processes in the execution and delivery of projects and programs within specific portfolios. As part of a government led MFT, the Sr. Contracting Specialist 64P/1102 provides and manages internal/external communications and all functional program activities to meet contract cost, schedule, and performance objectives.

Sr. Contracting Specialist (64P/1102) Responsibilities

  • Make recommendations on contractual actions and administrative or operational matters affecting more than one segment or functional activity of the program
  • Develops program budgets; technical, scientific and support staff manning requirements; monitor technical and scientific progress, monitor project budget status, and develop project plans
  • Perform program conflict resolution. Develop program specific risk management plans and analysis
  • Apply project management and acquisition knowledge, skills, tools, and techniques to a broad range of tasks to meet program requirements and to deliver an end-result for a particular project
  • Prepare various types of publications by integrating original writing with inputs from technical as well as non-technical professionals
  • Analyze industry standards and interpret client requirements for documentation and establish formatted style guides
  • Assist in collecting and organizing information required for preparation of contract packages (i.e., PWS, TWD, SOW, SOO, IGCE, RAD, SDO coordination, SBIR/STTR programs, etc.), user's manuals, training materials, installation guides, proposals, and reports
  • Edit functional descriptions, system specifications, user's manuals, special reports, or any other customer deliverables and documents
  • Ensures documentation is filed and maintained per program or organizational file plans

Sr. Contracting Specialist (64P/1102) Qualifications

  • Bachelor's degree
  • PMP or DAWIA Level II in the Functional Specialty or Contracting areas
  • 8 years of direct program and acquisition management experience, preferably having at least three years in specialized support services
  • ​Knowledge of contracting procedures, GSA contracting vehicles, OTA's (Other Transaction Authority) and Mid-Tier Acquisitions (MTAs), Basic Ordering Agreements (BOAs)
  • General understanding of government financial procedures
  • Professional written and verbal communication skills
  • Must be able to sit or stand for long periods of time
  • Occasional overtime and travel may be required

Required Clearances and Screenings

  • MUST be able to successfully pass a drug screen and background check
